PRELIMINARY SAILING INSTRUCTIONS: Clearwater Championships
Optimist Green Fleet
October 7-8, 2006

1  Rules
1.1  The regatta will be governed by the Racing Rules of Sailing (RRS).

1.2  The organizing authority is the Clearwater Yacht Club (CYC). This event will be held at the Clearwater Community Sailing Center (CCSC). 

2   Eligibility and Entry
All competitors must meet the eligibility requirements as stated in the Notice of Race and have filed valid entries in accordance with the Notice of Race.

3  Designated Adult
3.1  Each competitor shall indicate in writing a parent or adult representative that shall be responsible for the competitor throughout the event. Competitors without a designated adult on site, will not be scored for races on days for which that adult is absent.

3.2  It is the competitor's designated adults decision to enter the regatta and to start or continue any race. The designated adult is ultimately responsible for the risks involved in competing in this event.

3.3  The designated adult will accept full responsibility for all actions of the competitor during any activity related to the event. This includes on-shore activities before, during, and after the regatta.

4   Notices To Competitors
Notices to competitors will be posted on the official notice board. In addition, any and all oral instructions from the race committee on the water will be binding.

5  Changes In Sailing Instructions
Changes in the sailing instructions will be posted no later the 15 minutes before the scheduled harbor start on the day it will take effect, except any change in the schedule of races will be posted by 1900 hours on the day before it will take effect.

6  Signals Made Ashore
Signals made ashore will be displayed from the Sailing Center flagpole.

Code flag "AP" (answering pennant) with two sound signals means "The race is postponed. Do not leave the harbor." The new time of the first warning signal will posted prior to lowering the "AP".

7  Schedule Of Events
7.1  Registration will be held at the CCSC on Saturday, October 7 from 0800 - 0930.

7.2  A Competitor's Meeting will be held at the CCSC on Saturday, October 7 at 0945.

7.3  Races:

7.4  No warning signal may be made after 1500 on Sunday

7.5  A minimum of one race must be completed to constitute a regatta.

8  Safety Procedures
8.1  Each competitor shall follow all instructions given by any designated safety or race committee boat.

8.2  Each competitor shall wear, properly secured, a United States Coast Guard approved life jacket (PFD) from the time the competitor leaves the shore until s/he returns to the shore.

8.3  A competitor that withdraws from a race or intends not to start a race shall inform the nearest safety or race committee boat as soon as possible.

9  Racing Area
The racing area will be inside Clearwater Harbor to the south east of the Sailing Center.

10  Courses
The course will be a Triangle (see Appendix A).

11  Marks
11.1  Marks 1, 2 and 3 will be round yellow balls.

11.2  The start/finish mark will be a round orange ball.

12  Check In
Before the warning signal of the first race of each day, each boat shall sail past the stern of the race committee signal boat on starboard tack and hail her sail number, until it is acknowledged by the race committee.

13  The Start
13.1  Races will be started in accordance with RRS 26.

13.2  The Class Flag will be a green flag.

13.3  A boat shall not start later than 5 minutes after her starting signal. Such boat will be scored DNS.

13.4  The starting line will be between a staff displaying the orange flag on the Race Committee Signal Boat and the course side of the pin-end mark.

14  Recalls
Individual recalls will be signaled in accordance with RRS 29.2 amended as follows;

The Race Committee will endeavor to hail each boats sail number, and then inform them when they have returned to the pre-start side of the line. Failure to hear a hail will not be grounds for redress.

15  The Finish
The finish line will be between a staff displaying an orange flag on a Race Committee Boat and the course side of the pin-end mark.

16  Time Limit
At the discretion of the race committee, boats failing to finish within 20 minutes after the first boat finishes may be scored in place.

17  Scoring
The Low Point Scoring System as described in RRS Appendix A, rule A2, will apply amended as follows;

If five or more races are completed, a boat's worst score shall be excluded, if nine or more races are completed an additional discard will apply.

18  Protests
18.1  For protests involving an alleged breach of a rule of Part 2, a binding arbitration hearing will be held. This hearing is intended to be educational in nature and will be considered by one judge who will make one of three decisions.
1. No boat broke a rule.
2. One or more boats broke a rule.
3. It is impossible to make a decision from what is known.
If a boat(s) acknowledges breaking a rule, she may be given a 40% scoring penalty.
This changes Part 5, Section B of the RRS.

18.2  Competitors intending to protest shall inform the Race Committee immediately after finishing and before communicating with coaches or spectators.

18.3  Protests forms will be available at the sailing center office and should be lodged there within 30 minutes after the time the Race Committee Finish Boat docks. The Race Committee will post the docking time on the official notice board as soon as practical after docking.

18.4  The Arbitrator will hear protests as soon as practical after they have been filed. The schedule of hearings will be posted on the official notice board shortly after the time limit for filing.

19  Coaching
Coaching of green fleet competitors while racing is permitted, however coaching shall be limited to skippers in the bottom half of the fleet in any given race. Coach boats shall neither create wakes or otherwise interfere with any other competitors. Violation of this instruction may result in any penalty which the jury deems appropriate, up to and including the disqualification of the coached skipper from the regatta.
