PRELIMINARY SAILING INSTRUCTIONS
Clearwater Championships
Laser, Radial, 4.7 & Club 420 fleets
October 7-8, 2006

1  Rules
1.1  The regatta will be governed by the Racing Rules of Sailing (RRS).

1.2  The organizing authority is the Clearwater Yacht Club (CYC). This event will be held at the Clearwater Community Sailing Center (CCSC). 

2  Eligibility and Entry
All competitors must meet the eligibility requirements as stated in the Notice of Race and have filed valid entries in accordance with the Notice of Race.

3  Designated Adult
3.1  Each competitor under the age of 18, shall indicate in writing a parent or adult representative that shall be responsible for the competitor throughout the event.

3.2  It is the competitor's designated adult’s decision to enter the regatta and to start or continue any race. The designated adult is ultimately responsible for the risks involved in competing in this event.

4  Notices To Competitors
Notices to competitors will be posted on the official notice board.

5  Changes In Sailing Instructions
Changes in the sailing instructions will be posted no later the 15 minutes before the scheduled harbor start on the day it will take effect, except any change in the schedule of races will be posted by 1900 hours on the day before it will take effect.

6  Signals Made Ashore
Signals made ashore will be displayed on the Sailing Center flagpole.

Code flag "AP" (answering pennant) with two sound signals means "The race is postponed. Do not leave the harbor." The new time of the first warning signal will posted prior to lowering the "AP".

7  Schedule Of Events
7.1  Registration will be held at the CCSC on Saturday, October 7 from 0800 - 0930.

7.2  A Competitor's Meeting will be held at the CCSC on Saturday, October 7 at 0945.

7.3  Races:

Saturday, October 7 1000 1045 (Races to Follow)
Sunday, October 8 0945 1030 (Races to Follow)

7.4  No warning signal may be made after 1500 on Sunday

7.5  A minimum of one race must be completed to constitute a regatta.

8  Safety Procedures
8.1  Each competitor shall wear, properly secured, a United States Coast Guard approved life jacket (PFD) from the time the competitor leaves the shore until s/he returns to the shore.

8.2  A competitor that withdraws from a race or intends not to start a race shall inform the nearest safety or race committee boat as soon as possible.

9  Racing Area
The racing area will be the Gulf of Mexico south of the Clearwater Pass. The race committee reserves the right to race in Clearwater Harbor should conditions favor that location.

10  Courses
10.1  The diagrams in Appendix A show the courses which may be sailed. The course to be sailed ('W', W1 or 'T'), will be displayed from the Race Committee signal boat.

10.2  Competitors who have finished shall stay well clear of competitors that are still racing. Failure to comply with this instruction may result in disqualification from the races sailed on that particular day..

11  Marks
11.1 Marks 1, 2 and 3 will be large triangular yellow "PYRA" marks.

11.2  The start & finish marks will be round orange balls.

11.3  New marks, when used in accordance with instruction 15, Change of Course after the Start, will be large triangular yellow "PYRA" marks with a black band. When in a subsequent change of course a new mark is replaced, it will be replaced with an original mark.

12  Check In
Before the warning signal of the first race of each day, each boat shall sail past the stern of the race committee signal boat on starboard tack and hail her sail number and class, which will be acknowledged by the race committee. It is the responsibility of each competitor to insure that they have been identified. Failure to comply with this instruction may result in disqualification from the races sailed on that particular day.

13  The Start
13.1  Races will be started in accordance with RRS 26.

13.2  The Class Flags will be;
numeral 2 code flag for Laser Full Rigs
numeral 3 code flag for Laser Radials & 4.7's
numeral 4 code flag for C420.

13.3  The starting line will be between a staff displaying the orange flag on the Race Committee Signal Boat and the course side of the pin-end mark.

14  Recalls
Individual recalls will be signaled in accordance with RRS 29.2.

15  Change Of Course After The Start
A change of course will be signaled near the mark beginning the leg being changed. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position.
When a change of course has been signaled, subsequent original marks may be relocated to maintain the original course configuration

16  The Finish
The finish line will be between a staff displaying an orange flag on a Race Committee Boat and the course side of the port end finishing mark.

17  Abandonment
RRS 32(e) is modified to read "for any other reason directly affecting the safety or fairness of the competition, or, when in the Race Committee's judgment, the race is an unsatisfactory test of skill."

18  Time Limit
The time limit for the first boat to complete the first leg of the race shall be 45 minutes.
The time limit for the first boat to finish will be 1 hours 30 minutes.
Boats finishing more than 30 minutes after the first boat in its class will be scored "Did Not Finish". This changes RRS 35.

19  Protests
19.1  Competitors intending to protest shall inform the Race Committee immediately after finishing by sailing to the non-course side of the Finish Boat and reporting to the Finish Boat. Boats that do not finish shall report their intent to protest to any Race Committee Boat at the first possible opportunity.

19.2  Protests forms will be available at the sailing center office and should be lodged there within 30 minutes after the time the Race Committee Finish Boat docks. The Race Committee will post the docking time on the official notice board as soon as practical after docking.

19.3  The Protest Committee will hear protests as soon as practical after they have been filed. The schedule of hearings will be posted on the official notice board shortly after the time limit for filing.

20  Scoring
20.1  The Low Point Scoring System as described in RRS Appendix A, rule A2, will apply.

20.2  If five or more races are completed, a boat's worst score shall be excluded when calculating her total score.

21  Support Boats
21.1  During each race; coach, support and spectator boats shall stay well outside the course including the laylines to the windward mark.

21.2  After the finish, coach and support boats shall not communicate with competitors until they are well clear of the finish area.

Violation of any part of SI 21 may result in a penalty up to and including disqualification of the competitor or competitors associated with the craft violating this instruction for the race in which the violation occurs.
